In an effort to save the imperiled health-care bill, Democrats cut a tentative deal with organized labor that would exempt unionized employees from an excise tax on high-cost healthcare plans. Of the many unsavory bargains and rotten deals that have characterized the rush to get this thing passed (the “Louisiana Purchase,” the “Cornhusker Kickback,” etc.), the “Labor Loophole” surely takes the prize.
IF Rep. Luis Gutierrez gets his way, Americans will soon be engaged in another bare-knuckled brawl over the future of U.S. immigration policy. On December 15, the Illinois Democrat unveiled a “comprehensive” reform bill that would create a path to citizenship for millions of immigrants who are residing in the United States illegally. Dozens of House members have signed on as cosponsors. Should President Obama and Democratic leaders launch an aggressive push for the legislation, we can expect a replay of the high-octane immigration battles that erupted in 2006 and 2007. Indeed, the bickering this time around could be even more raucous because of the weak economy. (Last time, the national unemployment rate was below 5 percent.) A few days before Gutierrez introduced his bill, Pew Hispanic Center released an extensive study of young Hispanics–those aged 16 to 25–and their uneven assimilation into mainstream American society. Roughly two-thirds were born in the U.S., and about the same proportion have Mexican ancestry. An estimated 22 percent are illegal immigrants. The Pew study found that Hispanic youths appreciate the value of a college degree, believe that hard work pays off, and aspire to have successful careers; but it also highlighted social and educational trends that are hindering Hispanics upward mobility–an issue that should be central to any debate over immigration reform. Pew reckons that in 2008, more than half of young Hispanics had family incomes under 200 percent of the federal poverty level, compared with 38 percent of all youths and 29 percent of non-Hispanic white youths. While foreignborn Hispanics had significantly higher poverty rates than their native-born counterparts, 21 percent of young Hispanics from the third generation and later belonged to poor families, compared with 13 percent of young non-Hispanic whites. These income gaps are fueled by parental and educational disparities. In 2007, the birth rate among Hispanic women aged 15 to 19 was 82 per 1,000, which was nearly twice the birth rate among all women in that demographic. Hispanics lag well behind the general population when it comes to finishing high school: The dropout rate among Hispanics aged 16 to 24 is 17.2 percent, compared with 9.3 percent among non-Hispanic blacks and 5.7 percent among non-Hispanic whites. That is a result of the staggeringly high dropout rate (32.9 percent) among first-generation Hispanic immigrants. Close to a third of Hispanics aged 16 to 25 can identify a past or present gang member among their family and friends. Once again, there is a divide between the foreign-born and native-born–but its not the divide you might expect. Native-born Hispanic youths (especially those of Mexican descent) are actually much more likely to know a gang member than are young Hispanic immigrants. Theyre also more likely to get in fights, carry weapons, and be questioned by the police.
In his review of Craig Shirleys Rendezvous with Destiny (”Bliss Was It in That Dawn,” January 25), Jay Cost writes that Ronald Reagan “was the only candidate in the 20th century to defeat an incumbent of the opposing party who had served just one term in office.” I would be the last person to downplay the significance of Reagans 1980 victory, but Woodrow Wilson, Franklin Roosevelt, and Bill Clinton also defeated first-term incumbents in 1912, 1932, and 1992, respectively. In addition, Jimmy Carter defeated incumbent Gerald Ford after less than one term in office. Nevertheless, Carter was the only incumbent in the last century to regain the White House for his party only to lose it in just four years (a feat that usually requires eight or more years of incumbent-party fatigue, stalemated wars, or a depression). It is our countrys great fortune that Reagan presented an inspiring alternative and was there to take over the job.
LOS ANGELES — Brittany Murphy, the star of “Clueless” and “8 Mile,” died from pneumonia, with prescription drugs and anemia also playing a role, a coroners official said Thursday. The Dec. 20 death of the actress was accidental and likely could have been prevented if Murphy had seen a doctor sooner, Assistant Chief Coroner Ed Winter said. He noted, however, that she did have an appointment scheduled with a physician a few days after she died. Winter said Murphys community-acquired pneumonia was serious and proved lethal when combined with the medications and iron deficiency anemia. Murphy died at age 32 after collapsing in her Hollywood Hills home. Her mother and husband have said the actress didnt abuse prescription medications or have an eating disorder.

RAMAT HASHARON, Israel — Better Place today announced the grand opening of the company’s first
electric vehicle (EV) demonstration center in Israel, which is
constructed inside a refurbished oil tank, symbolizing the transition to

over 45,000 internal combustion engine cars to electric vehicles from

OGDEN — Police are looking for two men who investigators believe kicked in the door of a home Thursday and stole computer equipment from the homeowner at gunpoint. The home invasion robbery occurred about 6:30 a.m. at a home near 25th Street and Orchard Avenue, said Ogden Police Lt. Scott Sangberg. The victim told officers he was asleep when he heard the back door being kicked in. He said he reached for his cell phone but was blinded by a flashlight and threatened with a handgun, Sangberg said. The victim runs a computer repair and sales business out of his home. Officers are investigating whether the mans online business ads made him a target.

CanalDigitaal significantly expands its Dutch HDTV lineup
LUXEMBOURG — SES ASTRA, an SES company (Paris:SESG)(LuxX:SESG), announced today that
it has signed a long-term agreement with M7 Group for two additional
transponders on ASTRA 23.5 degrees East. The newly contracted capacity
will be used for the further extension of the HDTV lineup of
CanalDigitaal, M7 Group’s direct-to-home (DTH) platform for the Dutch
market and will bring the number of total transponders contracted by M7
Group at this orbital position to four. The Luxembourg-based M7 Group

Junction City Elks Lodge No. 1037 has received a $10,000 Impact Grant from the Elks National Foundation to renovate, repair and expand the capacity of Open Door Community House Emergency Shelter, said Brenda King, project manager and 15-year member of the lodge. Most of the work will involve updating and renovating five rooms in the mens living quarters at the shelter. “Well actually begin doing the work in March,” King said. “One hundred percent of the work will be done by our Elks members.”

Passing by, late on a weekday morning, is a local who calls himself “C,” a black man as sturdily built as the armory itself. C very much wants a cigarette. This is a problem, because he is not currently in funds, in no small part because he does not have a job. In fact, at 35 years old, C has never held a job. His friends, acquaintances, known associates (C is a little foggy on whether hes on probation or parole, but hes got some known associates): no jobs, never really had them. His father? Do not ask C about his father. In fact, the only people C can think of who have jobs are women: His mother worked, the mother of his children works. He did know a woman who was dating a taxi driver once. C says he would like to work but is more of an independent businessman. He describes the informal work he has done as “this and that,” and says he would like to “have his own place,” a bar or a nightclub. But dont expect to see him selling candy on the No. 4 train anytime soon. Asked about the recently defeated plan to convert the gigantic fortress that looms over his neighborhood into a shopping mall, C says he hasnt heard about it. If the plan had gone through, Manhattan-based developer Related Companies would have received about $50 million in tax subsidies for a project that would have created as many as a thousand retail jobs and, during its construction, employed a thousand or more highly paid union hardhats. But the city council killed the project. The Bronx delegation demanded that Related enforce upon its leaseholders a requirement that all of the jobs in the mall pay at least $10 an hour, plus benefits, much more than the prevailing wage in the Forever21-and-food-court racket, to say nothing of the $7.25 minimum wage. So a $300 million project, and a couple of thousand new jobs in a neighborhood that needs them, never happened. Bronx borough president Ruben Diaz Jr. infamously declared: “The notion that any job is better than no job no longer applies.” The New York Post pithily pointed out that when it comes to real jobs, Diaz has never had one–not in the private sector, anyway–and neither has any other member of the Bronxs city-council delegation: All are lifelong politicians, many of them having held elected offices or political appointments since their early 20s. Diaz himself has been an officeholder since he was 23 years old. Its good work, if you can get it. But theres not much other work to be had in the Bronx, where unemployment is currently at about 13.1 percent. Much of the Bronx is young and black or young and Hispanic. Nationally, the unemployment rate among blacks rose to 16.2 percent in the year-end numbers, while the rate for whites fell to 9.0 percent. For black youths, the numbers are startling: 50 percent for 16-19-year-olds, 26 percent for 20-24-year-olds. A study from the Community Service Society of New York puts actual work-force participation among black men 16-65 years of age in New York City at about 50 percent, and the number for young black men nationwide is just 40 percent.

WASHINGTON — On Sunday, February 7, the country will commemorate the tenth annual
National Black HIV/AIDS Awareness Day. It’s a day that reminds us that
HIV/AIDS is still a public health crisis in the US. And it’s a day when
communities and organizations across the country come together to
recognize the impact this disease has had on the African American
community.
African Americans make up almost half of Americans living with HIV/AIDS
today. Blacks represent 12 percent of the population, but account for
nearly fifty percent of new HIV infections. In their lifetimes, 1 in 16
African-American men and 1 in 30 African-American women will get an HIV
diagnosis.
These are not just startling statistics—these numbers represent people
we know and love: neighbors, friends, members of our families and our
faith communities. And it’s time that we as a nation take action: to
improve care and treatment for those who are HIV positive and to
strengthen our prevention efforts to stop the spread of HIV.
President Obama has made domestic HIV/AIDS a priority. He has set goals
of reducing HIV incidence, increasing access to care and improving
health outcomes, and reducing HIV-related health disparities. His 2011
budget includes more than $3 billion, an increase of $70 million, for
the Centers for Disease Control and Prevention (CDC) and the Health
Resources and Services Administration (HRSA) to enhance HIV/AIDS
prevention, care, and treatment. The budget also focuses on HIV testing
among high-risk groups, including men who have sex with men, African
Americans, and Hispanics.
ALAMEDA — An elderly couple are hoping that calls to pet stores and bird breeders will help them find two macaws and a cockatoo that were stolen from their home earlier this week. The macaws are 50 and 40 years old and the cockatoo is 20 years old. Julie and Richard Jarratt have owned the exotic birds for decades. “They are just like children to us,” 79-year-old Richard Jarratt said. The couple discovered the birds missing Tuesday morning from the basement of their Caroline Street residence, where they suspect the burglar used a stolen key to get inside. They last saw the birds Monday night.

REDWOOD CITY — A Daly City man was convicted Friday of several robberies, including one that authorities believe included a sexual assault, and now faces 60 years in prison as part of a plea bargain. Prosecutors said Motuapuaka robbed the San Bruno Target store, a Daly City liquor store and doughnut shop, Subway sandwich store, a Colma flower shop and a San Bruno gas station in January and February 2009. Prosecutors initially charged Motuapuaka with sexually assaulting a female employee of the gas station. He was arrested after people recognized him from a police sketch publicized in the media.

SALT LAKE CITY — A jury returned three guilty verdicts Thursday in the case of Michael Jones, an admitted drug dealer who killed Tara Brennan six years ago this month. The four-man, four-woman jury deliberated just 3 1/2 hours before convicting Jones of murder and aggravated robbery, a first-degree felony, along with distribution of a controlled substance, a second- degree felony. The irony that a Republican was chosen over a Democrat to fill the seat of the late Ted Kennedy, “Mr. Democrat,” a champion of health care reform for the length of his congressional career, has not been lost on anyone. The fact the seat of the Senate has once more become the chair of the people and not Kennedys personal recliner or footstool of the Democrats speaks volumes to the power of democracy and the fear of the voters. It is especially poignant to have this shocking outcome in a state with a law of universal health coverage much like the anticipated health bill now so conveniently stalled before the Senate. But it goes back to the first question. What are the Republicans going to do with this new found tool? Is it going to be a delicate instrument that they can use to craft a better reform or is it going to be a cruel hammer to simply bash and pound. It is never power alone that matters. It is what one does with the power that counts. So what will come of this 41? Will they sit down and work toward a better solution to a real problem or will they just block all change? In the Republican response to the State of the Union, Gov. Robert F. McDonnell of Virginia repeated the disappointing line, “America has the best health care system in the world.” What follows that is to use the power of the 41 to stop all change. Why reform something that is the “best”? Two heavily tattooed guys were stubbing out their cigarettes in the cold as we pulled up to City Greek Express, a little gyro shop tucked into a brick building on downtown State Street. When the Texas Department of
Transportation (TxDOT) wanted to get the word out to holiday revelers to
find a sober ride home or call a cab, they tapped the Ecast network to

SALT LAKE CITY — Toyota owners looking for company-prompted repairs are flowing into Utah dealerships, but the real flood is expected to begin next week. “Were scheduling more and more appointments,” Mark Tetzlaff, spokesman for Menlove Toyota in Bountiful, said Friday, when the dealership performed repairs for about 30 customers. “Next week will probably be (an even) heavier week.” There are 2.3 million vehicles involved in the recall, which also was announced last month. That recall came just months after Toyota recalled 4.2 million vehicles because of gas pedals that could become trapped under floor mats, causing the vehicle to accelerate. Toyota has already begun installing a modified gas pedal in newly built vehicles at its U.S. plants that should alleviate the problem.
Strait Gold Corporation (TSX VENTURE: SRD) is pleased to report that a Phase 1 exploration program is continuing at its Alicia project in Peru despite recent heavy rainfall that has caused severe flooding in parts of the country and neighbouring Bolivia.
A state of emergency was declared in Cusco Department where the Companys Alicia project is located, but the site of the project itself has not been unduly affected.
“The rainfall has slowed us down, but our program is progressing and we expect to be in a position to begin drilling in the second quarter of the year,” said Strait Gold President Jim Borland. “We have continued with community engagement efforts, and this week our exploration team is resuming check sampling of historical trenching as well as mapping and sampling of previously untested areas.”
The Company is conducting a two-phase exploration program at Alicia. Phase 1 consists of community engagement, surface mapping, sampling and an induced-polarization (IP) geophysical survey to identify drill targets. The second phase will consist of drilling to test for mineralization at depth. Baseline studies and preparation of an inventory of old mine workings in the area will also be conducted as required for issuance of a drilling permit.

His friends, acquaintances, known associates (C is a little foggy on whether hes on probation or parole, but hes got some known associates): no jobs, never really had them. His father? Do not ask C about his father. In fact, the only people C can think of who have jobs are women: His mother worked, the mother of his children works. He did know a woman who was dating a taxi driver once. C says he would like to work but is more of an independent businessman. He describes the informal work he has done as “this and that,” and says he would like to “have his own place,” a bar or a nightclub. But dont expect to see him selling candy on the No. 4 train anytime soon. Asked about the recently defeated plan to convert the gigantic fortress that looms over his neighborhood into a shopping mall, C says he hasnt heard about it. If the plan had gone through, Manhattan-based developer Related Companies would have received about $50 million in tax subsidies for a project that would have created as many as a thousand retail jobs and, during its construction, employed a thousand or more highly paid union hardhats. But the city council killed the project. The Bronx delegation demanded that Related enforce upon its leaseholders a requirement that all of the jobs in the mall pay at least $10 an hour, plus benefits, much more than the prevailing wage in the Forever21-and-food-court racket, to say nothing of the $7.25 minimum wage. So a $300 million project, and a couple of thousand new jobs in a neighborhood that needs them, never happened. Bronx borough president Ruben Diaz Jr. infamously declared: “The notion that any job is better than no job no longer applies.” The New York Post pithily pointed out that when it comes to real jobs, Diaz has never had one–not in the private sector, anyway–and neither has any other member of the Bronxs city-council delegation: All are lifelong politicians, many of them having held elected offices or political appointments since their early 20s. Diaz himself has been an officeholder since he was 23 years old. Its good work, if you can get it. But theres not much other work to be had in the Bronx, where unemployment is currently at about 13.1 percent. Much of the Bronx is young and black or young and Hispanic. Nationally, the unemployment rate among blacks rose to 16.2 percent in the year-end numbers, while the rate for whites fell to 9.0 percent. For black youths, the numbers are startling: 50 percent for 16-19-year-olds, 26 percent for 20-24-year-olds. A study from the Community Service Society of New York puts actual work-force participation among black men 16-65 years of age in New York City at about 50 percent, and the number for young black men nationwide is just 40 percent.

Skanska (STO:SKAB) has acquired two cooperative-housing projects from
SBC, Sveriges Bostadsrättscentrum AB. The acquisition entails building
rights and progressive project plans for a total of about 280
cooperative apartments in prime locations in the Gothenburg area.
Skanska’s total investment following the completion of the projects is
estimated at about SEK 1.2 billion.
The Fiskebäck project is located by the Fiskebäck marina southwest of
Gothenburg. The project is situated on the coast and encompasses about
140 apartments, 140 underground-parking places and 125 berths. Sales are
expected to commence in 2010 with preliminary occupancy in 2011-2012.
The other project, Johanneberg, is located within walking distance of
the central districts of Gothenburg. The project encompasses about 140
apartments with 130 underground parking places. Sales at Johanneberg are
expected to commence in 2012, with occupancy in 2013.

dystrophin-deficient Mdx mice, treated twice a week for six months with
Tβ4, showed a significant increase in skeletal muscle regenerating

are used as models for Duchenne muscular dystrophy to evaluate potential

potential role in the treatment of skeletal muscle disease in Duchenne
muscular dystrophy.” Because Tβ4 stimulates cell migration and
anti-apoptosis pathways in skeletal muscle cultures, these data further
suggest a role for Tβ4 in muscle degenerative diseases and injury.
“This study is particularly important as it provides the first direct
correlation of gene expression data with in vivo administration
and histological localization of Tβ4 in muscle tissue,” stated Dr. Allan

The transaction is collateralized by a discrete pool of retail auto
loans originated and serviced by World Omni Financial Corporation. The

credit enhancement for the transaction, and the transactions legal and
cash flow structure.
Although cumulative net losses (CNL) for the transaction have exceeded
Fitchs initial base case expectations, credit enhancement (CE) levels

COEUR D’ALENE, Idaho — Coeur dAlene Mines Corporation (NYSE:CDE) (TSX:CDM) (ASX:CXC) today
announced that it has completed the sale of $100 million of senior
unsecured notes (the “Notes”) under its effective shelf registration
statement on file with the U.S. Securities and Exchange Commission. In
conjunction with the sale of the Notes, the Company also sold shares of
its common stock valued at $3.75 million.
Mitchell J. Krebs, Coeur’s Chief Financial Officer, commented, “The
proceeds of these notes will be used in part to fund Coeur’s main
capital priorities in 2010, including construction of a final tailings
dam and underground development at the Palmarejo silver and gold mine in

The principal of the notes is payable in twelve equal quarterly
installments, with the first such installment due on March 31, 2010.
Coeur has the option of paying amounts due on the notes in cash, shares
of common stock or a combination of cash and shares of common stock. The
stated interest rate on the notes is 6.50%, but the payments for
principal and interest due on any payment date will be computed to give
effect to recent share prices, valuing Coeur’s shares of common stock at
90% of a weighted average share price over a pricing period ending
shortly before the payment date. The effect of this computation will be
to cause the amount actually due for both principal and interest to be
greater than the stated amounts.

So I can get more candy and MAKE MORE MONEY!” The straphangers appreciate his no-malarkey sales pitch and his entrepreneurial spirit. He does a bit of business, and a few people just give him a buck and skip the candy. His name is Will, and he is not turning down a dollar. But its a tough hustle: Accounting for the cost of his product and his subway pass, it takes him about three hours to earn $20 free and clear, an implied wage of $6.67 an hour–well under minimum wage. On the other hand, its tax-free, and he sets his own hours. Will wants to go to college–and then what? “Be an independent businessman.” Hes already that, and, if persistence really does pay, hes going to do fine for himself. Theres a whole weird little economy on the subway, from candy hustlers like Will to the Chinese ladies who sell pirated DVDs of movies that have just opened in the cinemas. There are acrobats and mariachi bands, good old-fashioned panhandlers, poets, preachers, and percussionists. Its all part of the famous entrepreneurial bustle of New York. But stay on that No. 4 train a few more stops, north of Harlem and into the Bronx, and that entrepreneurial energy evaporates. Not far from the Kingsbridge Road stop is the Eighth Regiment Armory, a fantastically out-of-place 575,000-square-foot brick castle. Its been a lot of different things over the years–barracks, homeless shelter, boat-show venue, a pre-creepified set for Will Smiths I Am Legend–but it currently is vacant, as are a lot of buildings in the Bronx. Passing by, late on a weekday morning, is a local who calls himself “C,” a black man as sturdily built as the armory itself. C very much wants a cigarette. This is a problem, because he is not currently in funds, in no small part because he does not have a job. In fact, at 35 years old, C has never held a job. His friends, acquaintances, known associates (C is a little foggy on whether hes on probation or parole, but hes got some known associates): no jobs, never really had them. His father? Do not ask C about his father. In fact, the only people C can think of who have jobs are women: His mother worked, the mother of his children works. He did know a woman who was dating a taxi driver once. C says he would like to work but is more of an independent businessman. He describes the informal work he has done as “this and that,” and says he would like to “have his own place,” a bar or a nightclub. But dont expect to see him selling candy on the No. 4 train anytime soon. Asked about the recently defeated plan to convert the gigantic fortress that looms over his neighborhood into a shopping mall, C says he hasnt heard about it. If the plan had gone through, Manhattan-based developer Related Companies would have received about $50 million in tax subsidies for a project that would have created as many as a thousand retail jobs and, during its construction, employed a thousand or more highly paid union hardhats. But the city council killed the project. The Bronx delegation demanded that Related enforce upon its leaseholders a requirement that all of the jobs in the mall pay at least $10 an hour, plus benefits, much more than the prevailing wage in the Forever21-and-food-court racket, to say nothing of the $7.25 minimum wage. So a $300 million project, and a couple of thousand new jobs in a neighborhood that needs them, never happened. Bronx borough president Ruben Diaz Jr. infamously declared: “The notion that any job is better than no job no longer applies.” The New York Post pithily pointed out that when it comes to real jobs, Diaz has never had one–not in the private sector, anyway–and neither has any other member of the Bronxs city-council delegation: All are lifelong politicians, many of them having held elected offices or political appointments since their early 20s. Diaz himself has been an officeholder since he was 23 years old. Its good work, if you can get it. But theres not much other work to be had in the Bronx, where unemployment is currently at about 13.1 percent. Much of the Bronx is young and black or young and Hispanic. Nationally, the unemployment rate among blacks rose to 16.2 percent in the year-end numbers, while the rate for whites fell to 9.0 percent. For black youths, the numbers are startling: 50 percent for 16-19-year-olds, 26 percent for 20-24-year-olds. A study from the Community Service Society of New York puts actual work-force participation among black men 16-65 years of age in New York City at about 50 percent, and the number for young black men nationwide is just 40 percent.

Horse Effects, Image Engine and Uncharted Territory used MAXON’s
CINEMA 4D and BodyPaint 3D to bring characters, backgrounds and
environments to life in many of 2009’s top visual effects-intensive and
animated feature films.
